The City of Garland announced two key leadership appointments that represent more than six decades of dedicated service to the community and reflect the City’s ongoing commitment to operational excellence.

Effective July 20, Police Chief Jeff Bryan is the Assistant City Manager. Bryan is taking over for Phil Urrutia who was recently named the new City Manager of San Angelo.

Following Bryan’s appointment to Assistant City Manager, City Manager Mike Betz intends to name Assistant Police Chief Scott Vornberg as Interim Chief of Police. This appointment took place after City Council confirmation at the July 21 Regular Meeting.

Both Vornberg and Bryan will draw on their decades of experience in emergency management, strategic planning, organizational leadership and cross-departmental collaboration to continue strengthening the high level of service Garland residents expect.
